Congress Continues Last Minute Funding Negotiations

After passing a short term continuing resolution to keep government agencies funded until December 16, members of Congress continue to negotiate over funding levels for the coming fiscal year. At the same time, continued discussions on a bill to extend a number of tax incentives is also underway. Both end of session bills are being seen as opportunities to carry legislative provisions that have potential positive and negative implications for natural resources. The bills may provide the opportunity for reauthorization of the lapsed Land and Water Conservation Fund, though some members continue to try and block those efforts. In addition, discussions on providing a budgeting fix for wildfire spending are also rumored to be on the table. At the same time, potential policy riders that would restrict implementation of federal sage grouse management plans and Clean Water Act provisions as well as several other issues are also reportedly being discussed. Within the tax package, efforts to renew conservation tax incentives and renewable energy tax credits are also being debated.
